Recent Regulatory communications stress the need for Water Utilities to obtain an economic balance between operational costs and capital maintenance. To achieve this Utilities must understand both elements. Capital maintenance is routinely recorded and documented in submissions to the Regulators but operational costs are rarely retained in a manner enabling the straightforward identification of Opex/Capex trade-offs. Operational Managers collect large amounts of data but the maintenance data tend to be transient and swamped by other operational data. If this valuable resource is to be utilised for capital maintenance planning there is a need to modify its collection and management. This project will produce a manual and an associated software tool to deliver best practice Opex data collection and management for capital maintenance planning. Benefits - Compilation of strong operational cost data sources to ensure reduced asset management risks.
