The European Bank for Restructuring and Development (EBRD) is working to finance several municipal water and wastewater projects in Poland. This research examined whether benchmarking could be used to evaluate performance and creditworthiness of potential water utility borrowers. Eight cities in Poland were involved.
The project team of Booz Allen Hamilton, Warsaw and WRc, UK:
- Developed indicators covering consumer demand, operations, finance, water quality and environment
- Developed a database tool to enable the EBRD to use these performance indicators
- Established 8 partner utilities in Western Europe (from UK, Ireland, Italy, Portugal, Germany, Greece and Netherlands) and benchmarked their use of performance indicators.
Benchmarking indicators for Polish Water Utilities were developed for the Bank's purposes including; indicators to form the basis for loan covenants; indicators to be used to monitor financial and operating performance and indicators for regulatory best practice.
